How to Get a Turkish Residence Permit (Updated June 2014)

Obtaining a Turkish residence permit used to be a pain, but not incredibly challenging if you had all the necessary paperwork. Now though, with the new law that went into force in April 2014, it is difficult to know what exactly is required, how to fulfill those requirements, and how you will receive your permit. One of the biggest reasons for all this disarray is that the General Directorate of Migration Management, a new agency under the Turkish Ministry of the Interior that regulates all aspects of residence permits and visa policy, is still in the process of establishing its network of offices. Obviously the government is still working out the kinks, but for now it seems as if there is a pattern emerging for this transition period. After surveying many foreigners who have gone through the new procedure, we have put together an update of our original post.

Please note that these procedures may not be implemented uniformly, so it’s always best to bring a Turkish-speaker with you to the appointment, if possible. Also, once the General Directorate of Migration Management is fully established, there will most certainly be changes to this process again (the main one being that you will no longer apply for your permit at the police station). However, the ultimate aim is to have a procedure that is more stable, cheaper and easier to navigate. So, without further ado, instructions for how to get a Turkish residence permit.

Getting into Turkey – Tourist Visa

Previously, you could purchase a tourist visa at the airport upon arrival in Turkey. This visa came in the form of a sticker placed in your passport. However, the law has been changed and now tourists are required to obtain an electronic visa before flying to Turkey. The process is relatively easy — visit this website to apply, pay for and download the visa — although it does require some forward planning. Apparently it will still be possible to obtain a tourist visa at the airport for the remainder of the 2014 summer tourist season, but we recommend getting the e-visa just to be on the safe side.

The tourist visa is good for 90 days. In the past, it was possible to hop over to another country and come back into Turkey with another 90-day tourist visa if the time on your initial one was running out. However, that’s no longer the case (and don’t listen to the friend of a friend of a friend who says that she did this just a few weeks ago with no problem — that may be the case, but generally I wouldn’t want to risk detainment at the local border police and/or deportation). If you do stay beyond the 90 days, you will be fined upon leaving the country in proportion to the number of days you overstayed your visa and prohibited from re-entering Turkey for another 90 days (180 days from the date of your initial tourist visa). If you leave the country while your tourist visa is still valid, the 90-day countdown will effectively stop and will only be activated again once you re-enter Turkey.

Staying in Turkey – Short-Term Residence Permit

When applying for a residence permit (ikamet in Turkish), it is first important to note that there are different procedures depending on your country of citizenship. The below information is for citizens from “Group A” countries who are applying for their first short-term residence permit, although we also include information on renewals, which require the same documents but have a few procedural differences. (“Group A” countries are those that are members of the EU and OECD — Australia, Belgium, Canada, Cyprus (Southern Cyprus), Czech Republic, Denmark, England, Estonia, Finland, France, Germany, Greece, Holland, Hungary, Iceland, Ireland, Italy, Japan, Lithuania, Luxembourg, Malta, Mexico, New Zealand, Norway, Poland, Portugal, Slovakia, Slovenia, South Korea, Spain, Sweden, Switzerland, and USA.) We will not be covering “Group B” applications at this time, but may do so in the near future.

Residence permits are typically valid for one year, depending on the amount of money you can guarantee. In the past, citizens of “Group A” countries could apply for a permit of up to five years, but it appears that this is no longer a possibility under the new law. You may only apply for a long-term residence permit if you have been living in Turkey for eight years.

Step One: Make an appointment

NOTE: These appointments can be very difficult to get and are often booked out for months. Consequently, we recommend booking one as early as possible. It may be the case that the first available date is after your 90-day tourist visa expires: Don’t fear, you are permitted to stay in the country as long as you are in the process of obtaining a residence permit. However, we DO NOT (I wish I could do that in triple bold) recommend leaving the country in the time between your visa expiring and the date of your appointment. There is often a disconnect between the border police at the airports and the city police stations (although now the process is technically overseen by the General Directorate of Migration Management). You can have a piece of paper showing the date of your appointment and reference number, but it may not do you any good.

If you live in Istanbul, visit the “e-randevu” website of the Istanbul Police Department. Choose English as your language and click on “New Appointment.” Enter the required information and select “First Application” from the drop-down menu under the heading “Purpose of Your Request for a Residence Permit.” You will then be presented with a drop-down menu to select the “Unit Location.” Previously all first applications went through the Foreigner’s Department at the central police station in Fatih (listed as “YABANCILAR ŞUBE MÜDÜRLÜĞÜ (VATAN)”), but we have heard that it is now possible to apply for your first short-term residence permit at the Foreigner’s Department of your local police station. To be on the safe side, we still recommend going to the central police station in Fatih for your first appointment and our advice is tailored accordingly. (NOTE: All renewals and applications for change of address will take place at your local police station.) You must print a color copy of this form, so it’s best to fill it out when you’re on a computer that’s connected to a printer. If you won’t be able to print it immediately, remember to write down the reference number at the end. That way, you can go back later to the e-randevu website and access your forms.

Step Two: Collect all the necessary items for your appointment

You will need the following items with you when you go to your appointment (this is also written on the application form, but mostly in Turkish):

  1. Your passport
  2. Photocopies of the follow pages of the passport: the page bearing the information and photograph of the applicant, the expiry date of the passport and the page with the visa stamp from your last entry into Turkey (there is often a photocopy service in or near the police stations, but we recommend getting it done beforehand as photocopy shops are all over the city — just go in and ask “fotokopi çeker misiniz?”)
  3. A color printout of your online application.
  4. Four passport-size photos (also possible to do the day-off at or near the police stations, but again we recommend getting your photos before the appointment — just let the person at the shop know it’s for your “ikamet”)
  5. A currency exchange slip or an account statement from a Turkish bank showing that you have enough money to support yourself for the duration of your residence permit. The required amount is $500 per month, so if you intend to obtain a one-year residence permit you will need a statement or exchange slip showing $6000.
    NOTE ONE: If you prefer to provide an account statement, you must first open an account at a Turkish bank. This money CANNOT be held in a foreign bank account, it must be in a Turkish bank. Unfortunately, a number of Turkish banks require a residence permit before allowing you to open an account. There are some banks, however, that allow you to open an account with only your passport and a tax number (we have heard that HSBC, Akbank, İş Bank and Yapıkredi will open an account with only a passport, tax number and a document, such as a driver’s license or old bill, showing your prior address, but again this may not be uniformly enforced). You can easily obtain a tax number at your local Tax Office (Vergi Dairesi) — you just give them your passport and a tax number is made for you.
    NOTE TWO: It used to be possible to obtain an exchange slip from a döviz office for a small fee even if you didn’t have the full amount of money required. However, many people have reported that a döviz slip is no longer accepted by the police. We recommend getting an exchange slip from a Turkish bank or a statement showing the required amount of money in a Turkish bank account.
  6. Proof of health insurance (sağlık sigortası): This is a new requirement and one that may prove to be the most vexing. Some of you may have emergency insurance from your home country, however the government requires that certain procedures are covered. We have been told that the your insurance must cover inpatient and outpatient treatment (ayakta ve yatarak tedavi), meaning that most emergency insurance will not be accepted. If you do have foreign insurance that extends beyond emergency care, you must get the documentation of your plan translated into Turkish and notarized (this can be done at an official notary or at a tercüme bürosu). If you do not have foreign insurance, you must buy a plan in Turkey. Initially it looked as if emergency insurance from a Turkish provider would be accepted, but the most recent reports suggest that “full insurance” is in fact required (what this means is up for debate — again, best to use the Turkish phrase “ayakta ve yatarak tedavi“). Some private companies that foreigners have recommend are AXA Sigorta, Allianz Sigorta, Acıbadem Sigorta and Yapıkredi Sigorta. Again, you will need your passport and tax number to sign up for a plan. The amount you pay will depend on a number of factors, such as your age and medical history. As an example, a Yabangee pal said that he went with AXA Sigorta: They asked if he smoked or drank (to which he answered no) and he was given a one-year policy for 470 TL. As a comparison, the full-service fancy plans generally run over 2000 TL for the year, paid out in installments. We recommend going to one of their offices and/or calling these companies and trying to speak with someone in English. As always, it’s often easiest to have a Turkish friend help you out. Regardless of where you get your insurance from, it must cover you for the entire period for which you will have your residence permit (i.e., for the following year).
    NOTE: Some people have suggested getting SGK (Sosyal Güvenlik Kurumu) insurance, the public insurance provided by the government. However, you only qualify for SGK if you have been a legal resident in Turkey for one year (this means you must have stayed in Turkey with a valid residence permit for at least one year). Apparently this option may be your best bet if you are married to a Turk who is working in Turkey, on the condition that your spouse has registered you for SGK. We’ve heard that all you need is a document from the SGK office. If anyone has any experience with using SGK insurance, please share any information you have in the comments.
  7. Proof of address: This is another new requirement and, as such, we have heard a number of different variations on what is required.
    A) If you are leasing an apartment (i.e., your name is on the lease), you must get a notarized copy of the signed contract between you and your landlord. The notary fee is 80 TL. If your contract mentions a deposit, the notary may send you to the Tax Office (Vergi Dairesi) to pay a 300 TL tax. Likewise, if you had a Turkish friend sign on as a guarantor (kefil), the notary may also send you to the tax office to pay another tax, although the amount of this tax is uncertain.
    B) If you are subletting (i.e., your name is not on the lease), there are a few different options, according to our sources. The first is to have your roommate accompany you to the notary and get a notarized statement that you are subletting from them at the specified address and that they accept responsibility for you. The same procedure should apply if you are living with a Turkish partner. We have also heard that you can go to your local Nufüs Office ([Name of your municipality] Nufüs Müdürlüğü) or the Muhtar in your neighborhood ([Name of your neighborhood] Mahallesi Muhtarlığı) and register there. They will provide you with a document certifying your address. You will need a copy of your rental agreement and your passport.

Step Three: Go to your appointment at the police station (emniyet)

The address of the central station in Fatih is:

Emniyet Müdürlüğü, Vatan Caddesi, Hizmet Binası, A Blok, Kat:1, Fatih, Istanbul

You can get there by the Aksaray Metro; exit Emniyet Fatih. The office is very close to the metro exit. Enter the building and go through the security check, then proceed towards main building. Take the stairs up to the second floor which is the Foreigner’s (Yabancı) Department. Turn left at the top of the stairs then left again and walk down the hallway. You will see a large waiting room on your right with numbers in red on the wall. Sit and wait for your number to be flashed. When called, go to the designated window and hand the person all your documents for processing. They will ask you a few questions such as where your parents are from, is this your first application for a permit, etc. They will tell you how much you need to pay (which, as mentioned above, will depend on how long you plan to reside in Turkey).

You will then need to pay downstairs at the cashier. The amount changes depending on your country of citizenship, so it is best to have a good amount of cash on you (200-300 TL). More information on the exact prices can be found here. The cashier downstairs is open from 9:00 am – 2:00 pm, so if your appointment ends after this time you have to return to the office. After paying the fee, go back up to the second floor and pay 50 TL at the glass window (turn right at the top of the stairs) for the residence permit itself (it has been reported that this payment must be paid elsewhere; regardless, you must pay 50 TL for the residence permit). (Note: If you are renewing your permit at your local police station, you will need to pay these fees at the nearest tax office.) After gathering your payment receipts, return to the person who processed your application. You don’t need another number or need to wait in line unless there are others waiting for his window too. When his window is free, submit all the documents you were missing (if any) and the receipts. If you are missing any documents, he will process your application then ask you to return with those documents the next day directly to him. NEW STEP: Your application will now be sent to Ankara, where an ID card (no more little blue book!) will be printed and mailed to your address. It is imperative that you provide the correct address, otherwise it may prove difficult to get your permit.

Step Four: Wait for the mail!

The card should arrive sometime between three weeks and three months of your appointment. Obviously the latter is less than ideal, but there are reports of people receiving the card within three weeks. It has also been reported that once your application has been processed in Ankara, you are in the electronic system and can technically leave and enter Turkey without any issues. However, do so at your own risk as this information has not been confirmed and, as we’ve stated before, things are not necessarily enforced in a uniform manner at this time.

    • denikaa, why do u have to stay in ireland for 3 months? if you are doing so to fulfill the 3 months in then 3 months out requirement for the turkish tourist visa, u don’t have to if u apply for the residence permit. even if you have exceeded the 3 month tourist visa stay in turkey, as long as u have an appt in process, u can exceed your stay.

  2. My 90 day visa runs out in about 10 days. I wanna stay 3 more months in Istanbul.

    So my appointment to apply for a residence permit is on the 1st. November, until then I’m not allowed to leave the country. I can’t believe that!!

    But I need to fly to Germany for a few days SOON (!!) for family reasons but I’m afraid I won’t be able to fly back to Turkey, because I have to wait 90 days to come back and I REALLY DON’T WANT THAT!

    Is there any chance to get my residence permit within a week or two? I can’t wait until November, I really need to leave soon for a few days 🙁

    Can I get it otherwise in Germany (within a week?) and be able to come back to Turkey without waiting 90 days??

    This really freaks me out. 🙁

  3. that’s a tough one. i think there are many others in your situation bc the next available appts look pretty far out. maybe u can talk to the police dept where you get the res permit but i don’t know if they will make exceptions for you even if its for family reasons. u might just have to wait 90 days before coming back to turkey or if u can postpone ur trip to germany, try to do that. sorry i can’t be of more help. good luck and let me know if u end up finding a loophole somehow as i am sure others are in the same boat.

  4. perhaps u should make a trip to the turkish consulate in germany and see if there is something they can do. if u have to go back to germany, that seems to be your only choice.

    • District departments only handle extensions. If you’re getting a residence permit for the first time you need to go to the provincial police department, ie. İstanbul Emniyet Müdürlüğü Yabancılar Şubesi.

  5. finally I have some feedback, so i decided to share the information here.
    I can get my visa in germany aswell. advantage: its much cheaper, only 60 EUR, but they couldnt tell me for how long I can get a visa, it seems like they decide individual. downside: they will send all the papers to turkey and it will take 6-8 weeks to get my visa. i’m definitely not waiting 2 months, so this is not a good solution for me.

    So instead to get my visa faster, I will not go to the foreign department in Istanbul, I will take a bus and visit a foreign department in a smaller city outside of istanbul, less people, and they will be able to provide me the visa within a few days. I called one foreign department in a city 2 hours away from istanbul and I can go there with all my papers, I don’t even need to make an appointment. So thats what I’m gonna do then.   6. One more thing:

    I need a currency exchange slip, that says I exchanged US$ 3600. Of course I have the money, but I don’t wanna have that amount of money laying around. So I need a fake receipt and yes, i’m willing to pay for it, I just don’t wanna get ripped off.

    So I found a döviz (exchange office) in Taksim, they wanted first 60 TL, then I bargained them down to 40 TL. Fine, but suddenly they said i need a tax number. No tax number, no exchange slip. Arrgh!!

    So I went the next day to get a tax number. This morning i went back again to the same döviz with my tax number and 40 TL for the fake exchange slip. And suddenly this guy (same guy fom last week) said, I have to pay 90 TL for that service. WTF! he said he is doing me a big favour and the money goes to the government. You can imagine, I was sooo pissed and left the döviz without my desperately wanted exchange slip.

    If anyone knows, which exchange office in Istanbul is willing to sdo this kind of service without hassle for an appropriate amount of max. 40 TL, pls let me know. ASAP!!! Thanks to you all!

      My partner is in a very similar situation as Sabrina’s. In fact we realized the changes as we were trying to schedule a visa run. His visa is running out this week and when I tried to book an appointment at Vatan Caddesi the earliest date I get is in February. So I am pondering about going to Bursa or Tekirdag, your experience would help a lot. Will it be a problem I wonder since we will give an address in Istanbul?

    My situation is similar, I register for appointment in Istanbul but it is in the end of november (my visa expires beginning of october) so I was thinking to get residence permit in diffrent city, till my visa is still valid.

    Can u write which documents exactly I need to prepare in order to get residence permit (I dont wanna go to diffrent city few times)? Now it is not necesary to prove ur aim of staying in TR?

  8. Justy, it’s not a problem if your visa expires before getting a permit. The necessary thing is only to start your residence permit getting process before your visa goes off.

  9. just wondering, what if i apply for an appointment and have to leave turkey before then? will my appointment be cancelled and will i have to pay a fine at passport control? the only appointment i got was for the 10th of december in istanbul and i plan on staying here till then. will i go through major problems if i have to leave before then? i have a 30 day multiple entry visa and i applied on the 10th day of my stay here. my 30 days are up right now and i’m wondering what will happen if i suddenly have to leave. hoping it won’t be an issue since i’ve got an appointment number.

  10. You shouldn’t be asked to explain why you want to stay. There is a part of the form that asks the reason for your stay. Here you can simply write ‘study’, ‘education’, ‘work’ or ‘travel’. Remember that the residence permit doesn’t act as a work permit, so under that premise, they should have no reason to scrutinise you about where you’ll be working and if you have the papers, how you’ll be getting by, ect. If in doubt though, just write ‘travel’.

  11. Thanx Liam Murray. One more question, what will happen if for exmaple my appointment is in the end of november and I wont get residence permit? so it will mean I stayed in TR illegally? (my 90 days finish october 2nd) Does someone knows how much money u gotta for overstaying? It is really stressfull this residence permit procedure for me 🙂

  12. if you’re on a tourist visa i’m not sure, but if it is the same as when a residence permit reaches it’s expiry date then you have a one month amnesty period, so to speak. you’ll need this anyway because booking an appointment can mean waiting an extra week or two after your residence has expired anyway. if you try to leave turkey during that amnesty period though, the guys at the airport won’t care if you have an appointment however, and will fine you about 300TL according to what happened to yours truly last december 🙂

  15. Your very welcome Mark. To answer your first question, absolutely – just don’t, I mean don’t, leave the country in that period or you’ll get fined as though you overstayed. Secondly, yes it will, so you can sleep easy I suppose.

  16. I am studying in istanbul and its about time for me to renew my resident permit, the expire date is on 10/3, and i was trying to make an appointment this morning, but there was no available date, all of them were fully booked,
    im kind of nervous

    is it possible that i go to another police office instead of the one near the place that i live?

    cuz im living in taksim and there are a lot of foreigners, im afraid that ill never be able to get an appointment.

  17. I’m sorry I didn’t get back to you sooner Shang-Ting. I’ve heard some people don’t get fined, but technically they should have. I think it depends on the cops in these situations, and how nice a day they’ve been having. The worst that can happen is a small fine though, I’m pretty sure.     Firstly, thanks for this website! I am on a single-entry student visa and my residence permit appointment is not until October 30. I wonder, once I obtain the permit, will I then be allowed to travel outside of Turkey and be able to come back without any hassles? I’m going there tomorrow to find out in person.

    I am an Australian citizen and I think when I first applied for the visa, there was an option of multiple-entry or single-entry. I feel so stupid now for not choosing multiple-entry option. I must have been under a lot of stress that day, which usually happens to me when it comes to bureaucracy-related events.

However, yesterday when I went to pick up my permit I was told, along with many, many others, that it was not yet ready and to come back a week later. So don’t bank on getting your permit on the day indicated.

    I have a standard 90 day visa that is set to expire on December 7th. I am looking into the best way to extend my visa, and I am a little unclear on whether a Turkish Residency Permit or a Tourist Residency Permit would be best for me.

    Depending on the website, the Tourist Visa seeker has to prove he has either $300 or $500. It would be nice to know which is true for sure, Barring that, why would I choose one visa over the other?

Hiii guys, I need some advices, I just found that my marriage visa is ready I assume it is single entry single exit, I booked my rande-vu for february before my visa was ready but if I go in turkey, it means I will stay more then 3 month until rande-vu… the consulat staff said to me that I should go and stay there until my residence permit is ready, the police from airport said to me it is problem if I stay more then 3 months even if I have a rande-vu. The question is who is right and what should I do?

    my situation is a bit desparte! I find it hard to find trustworthy informations about the hole visa issue. So you would make one of the happiest man in Istanbul to give me reliable information!
    My problem as followed: I am a Erasmusstudent at the IU
    I entered Turkey at the 04/09/2012 on a Tourist Visa.
    I applied for the residence visa at the 25/09/2012 and got my appointment for the 10/01/2013.
    My Touristvisa expires at the 04/12/2012 but I want to leave the country from 17.12 – 28.12 and BE ABLE TO COME BACK!
    This is for christmas and a serious familiy matter.

    At first I thought I could use the Appointment as a “Visaish-thing” but now I think that is not the case. Can someone pls tell me what will happen to me at the airport if I try to get out? Fee or not but most importnat will I be able to come back?!

    • I was in the same situation this summer. What I was told was that I could leave the country no problem but I’d have to pay a fine upon exit for overstaying my tourist visa. And then I may or may not be granted return depending upon who reviewed my case at passport control. (I heard this same scenario from two different managers at two different Yabanci Polis offices in two different cities.) It seems there is, or was at the time, no real policy to deal with this kind of exception. In the end I decided it was not worth the risk of not being allowed to re-enter Turkey so I remained in the country almost six months during the process. Because technically I would have to stay outside Turkey for six months before being granted entrance again under the existing tourist visa regime. There does not seem to be a exception process. Note that all these processes are fluid and subject to sudden and unannounced change.

    • Hi Sasha. I had your problem a few years ago and immigration police told me I would be fine handing airport Security a piece of paper saying my visa was in the application stage. However, this didn’t mean anything to the staff at the airport and i had a 300tl fine on top of missing my flight. I advise you to re-evaluate the length of your stay over christmas and try to be patient for the application to be completed! Sorry I can”t give you any better advice! Maybe you can ask a Turk to check to see if the rules have changed.

  26. Great resource! Though towards the end not all the queries have been answered so there’s a bit of a queue..Here goes. My situation very similar to others on here. But most pressing question goes back to Sabrina’s topic from early on. Does anyone know of a place where a currency exchange ticket can be acquired without actually exchanging anything but simply an under the table fee. And will a tax number be needed even in this situation? Also how much is needed? 300 USD a month or 500 USD? Many thanks

    • I think a lot of exchange bureaus will do this for a fee. I went to one and told them what I needed and they charged me TL 70 and never asked to exchange or even see any money.

      • Hey Istguy. Yes I went to a few just now. I found one who would do it for 60 TL but he wants to make a photocopy of my passport. I’m a bit dubious about this though.. Has anyone else been asked for a passport photocopy?

        • Patrick don’t give them your passport photocopy, they will probably be using it for applying all kinds of things and you do not want that. The most innocent being is to use your ID to register new cellphones imported from abroad and one person can only have one cellphone from outside so if you are to stay you may not be able to use your phone or register a new one. Or they can use your ID to get new phone lines. Just stay clear, no one needs an proof of ID for something already somewhat fishy.

          • In most of places they ask for passport copy because sometimes police check issued papers. I think it is not a problem. It is just copy also not real doc so I don’t think so it is useful for them.

  28. Before going to appointment do I need to get turkish tax number? Because for money proof I have exchange slip from doviz and they didn’t need my tax number. Can it is be problem when I go to my appointment? And why I would I need it (tax number)?

    I’m really in trouble;
    I was working for a language school since March, they’re always telling we will give you the work permit but in fact they’re just using me up. The boss granted me a residence permit, he took it for him to make sure that I won’t run away from his school. The worse is that he didnt tell me that my residence permit has expired, when he gave it to me it has already expired for one month and half. I know he was using me and he didnt pay me.
    I really need your advice, what will happen to me, what should I do? if I go back do I have the right to come back to Turkey?

      There is a new rule for whom visa expired, which is valid until end of 2012, as long as you leave the country before year ends and pay the penalty , there will be no entry ban on your passport. So you will be allowed to come back.

  31. Hi, have they changed the rules on tourist visas? Last year I came and went three times during a four and a half month period. I just paid my £10 at the airport for a 3-month visa each time. Nothing was said about staying OUT of Turkey for 90 days. Or have I misunderstood? GD

    • Hi George,

      Yes the new rules (as of Feb 2012) state that you can only stay in Turkey as a tourist for 90 days per 180 days. So you have to be out of the country for 90 days after finishing your tourist visa. But on the plus side, residence permits are now cheaper than they were previously.

I went to get my permit renewed, but it wasnt going to be ready before i was heading outside the country. the guys at the emniyet told me they would do it when i ccame back, but that i would have to pay a fine.     First, I made my appointment today (12/15) for the residence permit and my appointment is on Dec.26 at the Bayrampasa office. I read above that it can take months to get an appointment…am I missing something? I know Bayrampasa is a bit far, but that’s okay with me.

    Second, I’ve already been in Turkey for over two months, and I have about 3 weeks left on my 90-day tourist visa. I’d like to rent an apartment before my tourist visa runs out, but of course, I’ll still be waiting for my residence permit.

    Is it illegal to rent before you have a residence permit if you’re in the process of getting one? I’d love to avoid being charged a hefty fine in case I run into problems.

    • Dear Sam

      I am not sure about your nationality however if your are getting 6 months touristic residence permit, you can only apply to police of the district where you are living in and you need to prove your address either with a lease contract under your name or a hotel booking confirmation letter. If you are staying with a Turkish person then that person should give an undertaking letter through the public notary confirming that you are staying with him/her.

      So if you are not able to provide any of those documents for Bayrampaşa district your application will not be accepted. As Bayrampaşa is not busy district to get appointments however others are. Please check before your visa expires.

They Police there always tell us we have to have different amounts of money in the bank account ranging from 6,000 USD to 18,000 USD for a year.     • Hi Anna,

      You can’t extend tourist visas sadly – they have a maximum validity of 90 days. However, you can apply for a residence permit (while your current tourist visa is still valid), which will obviously allow you to stay longer in Turkey.

      It is worth noting that you cannot stay on ‘back to back’ tourist visas – so you have to be out of the country for 90 days after finishing your tourist visa, before you can re-enter. Hope this helps!

  63. By the way, you don’t have to go to Fatih for your appointment. You can find your local Emniyet, the one that covers the area where you live. I live in Arnavutkoy for example, so I go to the Emniyet at the entrance to Yıldız Park.

    • Is it your first ikamet? You have to go to Fatih. If you’d like to renew your ikamet, you can go to a station near your place(If your address is in Sisli, you have to go to Sisli) Anyway you have to click click everyday to check for available date.

    • Not true. We applied for our first ikamet at our local station (Sisli) yesterday. When you’re making the appointment online, you’ll see a dropdown list of many locations; I’d assume they all work for 1st time applications.

I’ve just read the law 6458 (Law on Foreigners and International Protection 4/4/13) that has been gazetted regarding visas and note that if you have a residents visa you must not be out of the country for more than 120 days in that year. I’ve had a residents visa on and off for the past 9 years and travel back to Australia sometimes for up to 6 months a year as I have a business there. This basically means I can’t live in Turkey anymore unless holding a resident’s visa before this new law comes into being on the 4/4/2014 is going to give you some sort of immunity to the latest conditions. Does anybody know any more than that. A tourist visa doesn’t work for me 3 months in 3 months out!!!! Very concerned about this government, this is 2 major changes to visas in 1 year and now you will only be able to renew for 1 year at a time leaving it open for changes to occur annually. I know many people that will be affected by this new law that took out residency so they could stay longer than 3 months at a time but still have the majority of there time in there home country…..

  76. Quick note: My wife and I went with a Turkish interpreter from my school for the appointment. We checked all the resources we could to make sure we had everything we needed and wouldn’t be turned down. At our emniyet, the police officer said that we had to have 2 appointments for 2 different people despite the online reservation system asking who else was coming and putting in all of their background information. No exceptions. Fortunately things worked out, but please note if you are a married couple, make 2 appointments to avoid the hassle.

  77. My ID card took around three weeks to arrive, at the police station they told me it should come within 2-3 weeks. I almost imediately travelled with it and on my return to Istanbul the officer at the passport control was totally surprised about the new designs, had to show it around to his colleagues… Health insurance seemed to be kind of an issue since this was new requirement and at Fatih they weren’t sure about the conditions themselves. I got it translated and notarized (30TL plus 110TL) from an online document and fortunately they accepted without further questions then. I opened up a bank account at HSBC (tax number and ID required) Altindag branch, it was no problem even if you don’t speak much iof Turkish there. For the police station I strongly advice to take a native Turkish speaker with you, too; it definitely saved me a lot of trouble and I only had to come back once after collecting what was claimed to be missing. Good luck guys!

  78. This is really clear and helpful advice, thank you! I just finished applying for my first residence permit (waiting on the mail now), and I did so through my local police station in Uskudar. There was no mention of needing to go to Fatih. For health insurance, they should give you the policy requirements (excesses etc) at the police station, then you just need to make sure your policy matches. They also told me that if I needed to travel before my residency permit arrived, they could give me some paperwork that would allow me to re-enter Turkey – do you have any views on whether to risk this or not?   79. My Husband has Bar Kur health cover and as his wife I am covered on his insurance! We have had this running now for about 4 years and pay every month. This cover is about 100 lira more per month than the SGK. Our residence permits are due at the end of this year. WİLL WE BE COVERED WİTH THE BAR KUR? Last week in Izmir having completed what has become a very long process (I had my new Turkish wife with me) I went to pay for the whole thing at the final counter only to be told that “we accept no payments for the residence visa without a tax number of the individual who has made the application” whilst pointing at a very small hand written post it note stuck to his window stating same (nowhere did fit state this fact) The whole process appears to be in turmoil, it depends almost entirely on who you get at the counter and how “They” are personally interpreting the new procedures. Be aware that the temporary piece of paper they hand you for intermediate (waiting for your visa) travel is valid only for a maximum exit of 15 days, and if I were you I just wouldn’t leave until I had the visa in my hot little hand, my friend who has been here for some 7 1/2 years was at first refused entry last week after renewing his visa the week before…….Beware Beware Beware. On a side note I also attempted to register my overseas phone to be told “You can register your phone when you have the residents visa (This takes 3 weeks to 3 months) but you cannot register your phone after 28 days of your initial entry to Turkey” work that out ?????? I am getting used to this chaotic system but it is unbelievably hard work.

I need to leave the country for a few days at the end of June, and I doubt that my permit will come in time . the police at my station refused to give me any type of confirmation slip/receipt/etc when they finally accepted all my documents after 6 trips there. i see that some of you have mentioned some type of paperwork allowing for short travel in the interim. did you have to apply for such a thing? how were you able to procure such documents? i asked the police at my station, and instead of giving me any type of paperwork, they just told me to pay a fine when i leave and then to return–obviously, i do not trust this at all.

  92. I was doing an intership in mersin and before my ikamet expired I tried to extend it but Unfortunately i couldn’t because nobody knows what I should do. Then my ikamet expired. At the same time, I got a job in Istanbul, I went with the employer in Emniyet and they told us Unfortunately your ikamet is expired for 1 day. They told me i need to fo back to my country and apply for a visa and come back. I was sad.   93. Information about insurance: Germans who have public health insurance in Germany (and continue to have while in Turkey) can get a form called “T/A 11” from their German insurance. With this form, they can get an insurance confirmation from SGK. As far as I understand there is a “Sozialversicherungsabkommen” (some kind of social insurance treaty) that ensures that when you have insurance in Germany, you don’t need another insurance in Turkey (and vice versa).

A question that has not been asked yet: does any of you know if the electricity, gas and water utilities accept the confirmation of an e-randevu instead of the Ikamet to open a line (in my case I just moved in, it is still at my owner’s name and I need to have the utilities contracts under my name) ?

  99. Hello guys, I would be grateful to whoever can help me. I have a residence permit and I am waiting for its renewal: my appointment is in january. I graduated from a Turkish university, so for two years I have been using my residence permit for studying purposes. Now that I graduated things have changed: theoretically I am no longer a student, but I will stay in Turkey other 2/3 months to study Turkish at Dilmer (for those who are wondering, at school we used to speak only english:). Do you think a certificate from Dilmer would count me as a student? I don’t know what kind of residence permit to ask for otherwise…. the “student” one would be the more “mantikli” possible for me, as I am not going to have a job contract , nor thousands of dollars in my bank account! I just want to stay some more months to study Turkish and that’s it. Thanks in advance!

  104. Hi – I am a EL teacher at a university here is Turkey. Last year, we changed from the little blue book to the ID card which states ‘residence and work permit’ on it. I am now due to renew my permit for another year. Do I have to make 2 separate payments? One for residence and one for the work permit or does the work permit glve automatic residence? Hope this makes sense.

Hello friend, my name is James. i did my residence permit interview in atasehir police station during the month of April 2015. i was told to come back in 3 month time. but i don’t know if i guess that because the way police officers respond to me shows no respect for foreigners and i decide not to ask him again what he said because of the angry faces of the officers. but i think i heard 3 month because the police officers don’t speak English. so i later went to the stationduring the month of June and i asked them about the permit and i was told i should go to fatih.that police don’t handle yabagee permit anymore. so i went to fatih and i went inside and the officer incharged took my passport and ask me for location. i said Atasehir. he check and gave me back my passport and said something in Turkish . i asked him pardon but he refused to give me an answer. so someone closed to me said the card has not come. that if the card is ready they will tell me where to go and collect it. but since then have not visit fatih and you guys said the card will come to my address. am very confusedright now.someone told me that in the foriegne office that arrangement is going on between the jackpark of taking over from police and it be mixed together. please help me and give me feedback.

  107. done my ikamet where i live in umraniye waited since feb 2015 for it to come then had to go to fatih learned the police in umraniye put the wrong info into the system said i was visiting my husband for 2 years instead of im living with my husband i need my ikamet for drwhen is the system going to be put through to fatih so my status can be updated to living with my husband its driving us crazy there quick to take the money

I know you said it is not recommended to leave the country after your tourist visa expires and before your residency permit appointment, but can you leave the county before your residency permit appointment while your tourist visa is still valid? Hi,I have questions and I hope that u can really give me some sort of advice.i first go turkey using transit visa.i stayed there for almost 9 mos.the immigration officer told me to go out for exit because I need it for my passport.now I am here in Georgia and I also have my Georgian residence card,I am a Filipina.i am applying now for my tourist visa for turkey and my friend also send me an invitation letter wd I can use for supporting documents..do u think it cannot reflect my application since I’m illegal there for couple of months. And if I’m rejected how long do I need to wait to re apply again???

    i came to turkey in 1august2016 on a tourist visa after one month i applyed for a resident permit but the interview i was giving is until 27 january 2017. the problem is i wanna leave turkey for good before the date of my interview and i don’t wish to stay anymore in here. my queation is am i gonna have problem leaving knowing that my 3months for tourist visa are long ended and would i have to pay to leave the country if yes how much ?

    I have a concerned question regarding with the renewal of tourist residence permit. Is it necessary or mandatory to leave/exit in Turkey before the expiration in order to renew for another extension? Or can i still stay in Turkey and make an advance extension before my tourist residence permit expires?

    I am currently waiting for my residency interview, I still have loads of days left on my e visa so I came back to the UK to get some more belongings etc. Am I allowed to do this or would my interview be cancelled as I left turkey?

  115. Please can you help. I cannot open a Turkish bank account without residency (I tried HSBC but they wont) so will they not accept it in my UK account? The instructions on the website after I submitted my application online didn’t say it had to be Turkish?

  116. I have applied for residence permit and got appointment after 2 months. But I cant stay this long.
    Can i go back to my country and return before appointment?
    PS: I WILL GO BACK IN VALID VISA DURATION AND APPLY FOR NEW VISA WHEN COMING BACK FOR APPOINTMENT.
