When I moved to Istanbul I encountered problems with shopping online because websites wouldn’t accept my foreign bank card. Although I later opened an account in Turkish bank (many of which offer a virtual card — sanal kart in Turkish — for online shopping), I know that it’s not always feasible for foreigners to open an account at a local bank; it’s also possible that a foreign doesn’t want or need a Turkish bank account. So here’s a bank-free alternative — PayPal’s prepaid card, Nakit.
The PayPal Nakit card works just like a credit or debit card, but without the need to share any banking information. It can be purchased at the cashier in any Migros store for 5 TL plus at least 20 TL for the first deposit. Also, money can be loaded onto the card through TEB ATMs, PTT branches, PayPal account balances, or from the website www.paypal.com/nakit.
Once you register your card online and put some money on it, you are free to shop online, offline, and even withdraw cash from ATMs both in Turkey and abroad.

They updated it so foreigners can use it too. They’ll probably relaunch next year, since they got into some problems with the government…
